Claims of Pakistani cement being dumped in South Africa

Reports over the past several weeks have suggested there are concerns among South African cement producers that imported cement from Pakistan is being dumped in the country.

The International Trade Administration Commission of South Africa accepted an application from the cement industry, which submitted evidence that led the Commission to conclude that an investigation into dumping from Pakistan is necessary. The application was submitted by Afrisam, Lafarge Industries South Africa, NPC Cimpor and PPC Limited and stated that the imported cement from Pakistan was causing material injury to the South African Customs Union. The applicants claim that cement is being dumped at a price 48% below its normal value in Pakistan.

South Africa receives some 1.5 – 1.6 million t of bagged cement from Pakistan, worth about US$125 million per annum. The investigation is likely to take some time.
