Portland Cement Association names new President and CEO

At its annual meeting on 18 November, the Board of Directors of North America’s Portland Cement Association (PCA) named James G. Toscas as its new President and Chief Executive Officer. Toscas will take up the post from 15 December 2014.

Toscas has been President and CEO of the Precast/Prestressed Concrete Institute for the last 11 years and he served as Executive Vice-President and CEO of the American Concrete Institute (ACI) between 1998 and 2002. The PCA notes that ‘as a founder of the concrete and masonry-related associations, Toscas improved the collaboration of all industry allies and provided a forum for the establishment of a strategic roadmap for the entire concrete industry.’

His previous experience also includes Executive Director and CEO of the American Nuclear Society.

“Jim brings to PCA a wealth of skill and knowledge that will serve the association and membership well,” said Cary Cohrs, PCA’s immediate past Board of Directors Chairman and Chairman of the Recruitment Committee. “He understands the value of membership engagement and its vital role for the success of the Association.”

“PCA is a leader in the cement and concrete industry. It is an honor to safeguard that reputation while establishing the paths to move it towards new challenges and opportunities,” added Toscas.

At the PCA’s Fall Board meeting in Arizona, John Stull was elected as Chairman of the association. He succeeds Cary O. Cohrs, President of American Cement Company LLC.

Stull is President and CEO of Lafarge North America Inc., with previous experience in leadership roles in the group’s US, Latin American and Sub-Saharan African operations. He is a long-standing member of the PCA’s Board of Directors. As Chairman, he will also chair the association’s audit and compensation committees.

“Under the guidance of Mr. Cohrs, PCA has continued as the leader and voice for the cement industry,” said PCA Chairman Stull. “This is an important time for PCA to champion resilient construction, and advocate for critical national infrastructure funding, both which will ensure the vitality of the cement industry.”

Also at the Fall meeting, Karl Watson Jr., President of Cemex USA, was named Vice-Chairman of the PCA. He previously served as the Vice-Chair of the Government Affairs Council.

“I am honored to be a part of the PCA leadership,” said Watson “PCA will continue to lead on a variety of issues important to the cement industry including advocacy, research, and promotion to increase the use of concrete in the US.”
