CEMBUREAU responds to energy efficiency consultation
On 28 April 2014, CEMBUREAU responded to an EU public consultation on the review of progress towards the 2020 energy efficiency objective and a 2030 energy efficiency policy framework. In its response, the Association highlighted the need for reinforced implementation of existing legislation, including active policy on infringements.
Regarding buildings, CEMBUREAU indicated that the issue of energy efficiency has yet to be resolved. Before tackling other issues, further work is required in this area, particularly given that the operational energy use of buildings still accounts for most of their environmental impact.
From a transport perspective, energy efficiency could be improved by looking not just at the performance of the vehicles, but also at the infrastructure itself. For example, setting criteria (in public procurement, etc.) for the choice of road pavement, which includes durability, low maintenance and life-cycle costing, will reduce the impacts of the pavement itself. In addition, good urban/regional planning, in terms of integrating road and transport networks, would also increase the energy efficiency of infrastructure.
