The CEMBUREAU Quarterly Economic Report for 3Q15, published on 17 December, indicated no recession anywhere across the EU, with recovery speeding up in Spain and remaining at moderate rates elsewhere in Europe. The macroeconomic picture, however, remains uneven with recovery appearing uncertain and conditional to many potentially hindering factors, primarily subdued domestic demand in the EU, combined with a slowdown in external demand.
Leading indicators for the construction industry continued to show mixed signs, but as a whole the sector continued to show rather low levels of activity, despite recovery in many MS since 2H13. The construction production index fell on a quarterly basis in the EU, France and Italy, and it rose in Germany and Spain at moderate rates.
Cement manufacturing indices in 3Q15 remained around record lows throughout the EU, with a negligible quarterly increase, although there were drops in Germany and France where indices reached a new record low, and remained largely unchanged in Italy and Spain. Industrial production only improved slightly across the EU but remained at low levels in historical terms in all countries observed.
