World Cement,
The senior traffic commissioner has revised the statutory documents that form the regulatory action traffic commissioners (TCs) should take against HGV operators.
The Office of the Traffic Commissioner (OTC) has advised operators to take particular note of changes made to the documents relating to transport managers, impounding and case management in particular.
The transport manager document has been revised to clarify the findings TCs can make with regard to professional competence, as well as the requirements for requesting a period of grace.
The impounding document has been changed to better reflect the evidence that hauliers need to produce to show they are complying with cabotage rules, and the steps that should be taken to prevent the future illegal use of a vehicle.
The case management document has been updated to include what the OTC is required to do when dealing with operators using the Welsh language.
