Russia publishes new regulations

On 29 January 2016, the order of the Ministry of Labour and Social Protection of the Russian Federation published a legal portal dated, 15/10/2015, number 722 ‘On approval of the Rules on occupational safety in the production of cement’.

The new regulations will come into practice on 20 April 2016, and apply to all enterprises of the cement industry in Russia. The regulations cover the operating conditions of the equipment in detail, as well as production facilities and the organisation of jobs. It also sets mandatory requirements on labour protection in the implementation of all technological processes, storage of new materials and finished products.

Prior to the adoption of the rules, the industry had no regulations regarding health and safety in the cement industry. Existing regulations do not meet the needs of cement manufacturers. In 2012, cement workers took the initiative to develop a separate document on safety in the production of cement – the developed draft was put together first by the professional community coordinating with the Unions, and later by official public discussion. As a result, the rules take into account the notes and comments of cement producers and industry experts received during the discussion process, as well as the recommendations of the Ministry of Labour and Ministry of Economic development in Russia.

The rules will ensure a higher level of safety in the production of cement, improve the reliability of equipment and reduce the risk of injury. They will serve as a single reference point for employers, employees and supervisory authorities.
