According to the Chinese government, Hebei in the North China region is set to encourage heavy industry, including steel and cement, to move production to other parts of the country and abroad in order to bring down production – and therefore air pollution – in the province. However, Jiang Deguo, Deputy Governor of Hebei, said it was important that the initiative does not just relocate pollution elsewhere; the production capacity that is moved should be of good quality.

“We will pursue cooperation in technology and industrial development with other countries,” he said. “The provincial government will implement preferential policies to encourage companies to invest in other countries.”

Hebei is China’s largest iron and steel production area, and also accounts for 17% of national glass production and 5% of cement production. The province contains six of the 10 cities in the country with the worst air quality.
