PCA names Holly Arthur as Vice President of Communications

The Portland Cement Association (PCA) has announced it has named Holly Arthur as vice president of communications.

“Holly’s communications experience is a critical asset as we continue to advance the cement industry,” said James G. Toscas, PCA President and CEO. “She will be a leader in guiding our message and expanding the voice of our members across the United States.”

Specifically, she brings a comprehensive vision for communications and will help shape important areas of the association, including both government affairs and market development.

Arthur comes to PCA from Milton Public Relations, her own firm, which had a portfolio of both association and corporate clients. Prior to Milton, she held positions with the Association of American Railroads, and also Ogilvy Public Relations, and the City of Chicago.

She holds an undergraduate degree in English from Randolph-Macon College in Virginia, and a master’s degree in business administration from the University of Limerick in Ireland.
