The Mongolian Cement Association organised the Cement Expo event for the second time brought together 400+ participants from construction sector.

There are currently seven cement factories operating in Mongolia. The association noted that these companies have already begun research into green cement production. In particular, Moncement has been working with international organisations on reducing greenhouse gas emissions. Other factories, such as Khovd Eco, have also implemented projects and programmes aimed at supplying their plants with renewable energy.

At this year’s Expo, the focus was placed not only on product manufacturing technologies, but more importantly on policy solutions. For example, they emphasised that although Mongolia has the potential to develop all types of industries, production costs are increasing by 50 – 70% due to transportation and logistics bottlenecks, as well as the lack of roads designed for heavy-duty transport.

Mongolia’s total cement market reached 2.7 million tons in 2025, with 93% of the demand supplied solely by domestic manufacturers. Producers stated that as construction and infrastructure development continue to grow, cement consumption will also increase. However, they urged policymakers and ministry representatives to pay attention to the logistics challenges facing the industry.

At the event, the head of the association, N. Munkhnasan, highlighted the real contribution these cement factories are making to Mongolia’s economy, as well as their leadership in quality standards, industrialisation, and industrial innovation.

Meanwhile, Minister of Urban Development, Construction, and Housing E. Bat-Amgalan attended the event and emphasised that construction, installation, and major repair works reached 11.7 trillion MNT in 2025, becoming one of the key drivers of the economy, with domestic cement manufacturers making a major contribution.

Member of Parliament G. Luvsanjamts stressed that solving transportation and logistics issues requires the development of heavy-duty road corridors and detailed regional planning to support local development.

Another Member of Parliament, Zoljargal, emphasised the importance of addressing the difficulties surrounding the use of fly ash in green cement production.

During the event, Trade and Development Bank of Mongolia was recognised as the best financier of green projects under the Association’s award programme, while Hunnu Concrete was selected as the best green project.

Going forward, the cement producers will be focusing on the international standard for green cement as well as contributing the nation’s economy.
