According to the South China Morning Post, the Shanghai Municipal Government has established contingency plans to deal with hazardous air pollution levels. This includes temporarily ceasing operations at cement, steel, chemical, oil and steel production sites. The plans, detailed on the Shanghai Environmental Protection Bureau’s website, involve issuing a public alert when the air quality index is higher than 300 and increasing output from natural gas power plants in order to lower emissions from coal-fired power plants. Coal-fired plants will have to use their cleanest coal and electricity will be imported from other provinces. In addition, work on construction projects will be temporarily suspended.
